Dear Billy:

Thank you for your support of and involvement with the development of a virtual high technology corridor in Southern California. In the months since the terrorist attacks on the United States, we as a country have become even more aware of the importance of the high tech industry in our lives. Many employees feel safer working from home, and the innovations of many of Technolink's members has made that possible. When my own offices in the Capitol and in the Rayburn Building were shut down for several days following the anthrax attacks, my employees were able to work from home and other virtual office spaces. It was truly a credit to your industry that we did not have to shut the government down during that uncertain time.

This has been a remarkable year in Congress. As you know, just this month. President
Bush signed the Internet Non-Discrimination Act, which I authored, to keep multiple and
discriminatory taxes off the Internet. His was a landmark victory for members of
Technolink. As capital has been diverted from firms pursuing Internet development, it
became more critical than ever to renew the Internet tax moratorium, and to reassure all
Americans that government will not place special burdens on the new economy.

Congress is acutely aware of the need for economic recovery in the technology
Sector. Republicans and Democrats came together to agree on a spending blueprint for
the national government that continues our four-year record of paying down hundreds of
billions in federal debt, and provides tax relief to help end the economic slowdown that
began in July 2000. Because technology is so important to our economy, to job creation,
and to our quality of life, there is no question that a rejuvenated tech industry will lead
America back to a strong economic growth.

Thank you again for your commitment to high tech development in Southern
California, and for you efforts in making all of our lives productive, safe, and efficient. It is a privilege to represent you.
