term ÊÊÊÊÊÊÊÊÊÊÊ Before becoming a member of the Board, Dr. Gramlich served as Dean of the School of Public Policy at the University of Michigan from l995 to l997.Ê He also served as Professor of Economics and Public Policy at the University of Michigan (l976-97), Chair of the Economics Department (l983-86) (l989-90), and Director of the Institute of Public Policy Studies (l979-83) (l99l-95). ÊÊÊÊÊÊÊÊÊÊÊ Dr. Gramlich has extensive governmental experience.Ê From l994 to l996 he served as Chair of the Quadrennial Advisory Council on Social Security, a body established to examine the actuarial finances of social security and to suggest policy changes.Ê In l986-87 Dr. Gramlich was both Deputy and Acting Director of the Congressional Budget Office.Ê He also served as Director of the Policy Research Division at the Office of Economic Opportunity (l97l-73), Senior Fellow at the Brookings Institution (l973-76), and in the Research Division at the Federal Reserve Board (l965-70). ÊÊÊÊ Dr. Gramlich also has a strong research record, on a wide range of issues.Ê In l992 he was the staff director for the Economic Study Commission of major league baseball.Ê He is in his second edition of a popular text on benefit-cost analysis, and has also authored several other books and many articles on topics such as macroeconomics, budget policy, income redistribution, fiscal federalism, social security, and the economics of professional sports. Harvey Rosenblum is senior vice president and director of research of the
Federal Reserve Bank of Dallas. In this capacity, he serves
as economic policy advisor to the Bank's president and as
an associate economist for the Federal Open Market Committee,
which formulates the nation's monetary policy.
Mr. Rosenblum is also the president of the National
Association for Business Economics (NABE), a prestigious trade
association whose 3,000 members are the leading business economists
in the United States and many other countries. Past presidents
of NABE include several Federal Reserve Presidents as well
as Fed Chairman
Alan Greenspan.
A widely-recognized expert on both the national and Texas
economies, Mr. Rosenblum has written articles for such
publications as The Journal of Finance, The New York Times,
Southwest Economy and The Handbook of Banking Strategy.
Active in economic education, Mr. Rosenblum is a visiting
professor of finance and economics at Southern Methodist University,
teaching courses in contemporary issues on monetary policy
and financial institutions and markets.

Larry Bloomer is a commercial real estate broker for Coldwell Banker Commercial WESTMAC in West Los Angeles. In the last 28 years, Mr. Bloomer has handled all aspects of commercial real estate with an emphasis on tenant and landlord representation in retail leasing and net investment sales.
Michael Smooke heads the real estate practice for Fulbright & Jaworski L.L.P. He has practiced in the area of real estate development, leasing and finance for over 25 years. Mr. Smooke has represented lenders, developers and tenants in a variety of projects including shopping centers, industrial parks, office buildings and low-income housing projects. Mr. Smooke is a member of the State Bar Landlord/Tenant Subsection, the Los Angeles County Bar Association's Real Property Section and the American Bar Association's Real Property, Probate and Trust Law Section.
Leslie Appleton-Young is Vice President and Chief Economist for the California Association of Realtors (CAR), a statewide trade organization with nearly 100,000 members. Ms. Appleton-Young directs the activity of the association's Member Information Group. She oversees the analysis of housing market and brokerage industry trends, member communications, and membership development activities. Before joining CAR in 1984, Ms. Appleton-Young was a consultant with Telesis Inc and also spent several years working as a research associate at the Federal Reserve Bank of Philadelphia.

Utilizing this information, he helps develop job retention and creation strategies for Los Angeles County. Business, government and the media frequently seek Mr. Kyser's advice.
