TELECOMMUNICATIONS
SUPERHIGHWAY INFLUENCES 310 AREA CODE SPLIT
The
demand for telecommunications devices and the increase in local
phone competition has been rapidly depleting the
supply of phone numbers. To extend the life of the area code,
the CPUC obtained approval from the Federal Communications Commission
(FCC) to issue telephone numbers in blocks of 1,000 instead
of 10,000 to phone companies serving the area. Many telephone
companies have indicated that they will soon exhaust their supply
of numbers issued to them. As a result on September 21, 2000
the CPUC adopted a plan to split the 310 area code. For more
information on the split contact: Joe Susca , Technology Representative,

PETER
KEZIRIAN recently returned from a fact-finding trip (we
reported in our last month newsletter)to the North Atlantic
Treaty Organization (NATO) operations in the Balkans. Sponsored
by the Council on Foreign Relations and NATO, this mission's
initiative was to have the invited Council delegates interact
with senior policy and military leaders on transatlantic security
issues, including NATO's current operations in the Balkans.
Meetings were conducted at NATO headquarters in Brussels and
Mons,
Belgium. The second half of this Council mission included a
dialogue in Sarajevo, Bosnia-Herzegovina with the U.S. Ambassador,
U.S. Agency of International Development (USAID) contractors
and the Deputy High Commissioner of the Office of High Representative.
The final leg of this effort included observing KFOR, the international
military operation in Kosovo.
NICOLE.
KRASNY, Litigation Associate, Fulbright & Jaworski L.L.P,
recently shared some insights at a roundtable gathering with
the Los Angeles Daily Journal on corporate and litigation trends
in California relating to California's Unfair Competition Law
delineated by Business & Professions Code ¥ 17200. The statute
provides that unfair competition shall mean and include any
unlawful, unfair or fraudulent business act or practice and
unfair, deceptive, untrue or misleading advertising and any
act prohibited by the Business and Professions Code.
Section
17200 may affect businesses in a variety of ways, including
the way in which a company incorporates risk-assessment and
business strategies into its daily and long-term plans. "When
you have a situation where there is no violation of any antitrust
law, but the conduct may conceivably be subject to 17200, you
are leaving a company in a difficult position of assessing precisely
how competitive they can be." For more information on this issue
